someone can figure out how the boats are classified as recreational vehicles?

I try to find a site (official site) that defines boat as a recreational vehicle. I have need for zoning ... any help would be great .... State is New Jersey. Thanks in advance clarification.I better entrepreneur a shipping company and we are leasing a property dealer quotes. Our Canton is trying to say that boats can not be stored there because are not considered recreational vehicles. If you are arguing that the law prohibiting live in a "boat", but makes living in an RV ..... the courts (or zoning board) until the other in the literal definition.
